• is near a big town (>100.000 people, Berlin, Munich, Stuttgart/Karlsruhe, Darmstadt/Frankfurt, Hanover, Hamburg, ...) with a technical university.
• has existing infrastructure for living and access to land.
• the people there:
  • understand the OSE importance and want to engage practically in developing OSE
  • are living or want to live sustainably
