* is near a big town (>100.000 people, Berlin, Munich, Stuttgart/Karlsruhe, Darmstadt/Frankfurt, Hanover, Hamburg, ...) with a technical university.
* has existing infrastructure for living and access to land.
* the people there:
** understand the OSE importance and want to engage practically in developing OSE
** are living or want to live sustainably
